As of now, I (the streamer) can hear the text-to-speech for chat messages. However, the viewers can't hear it. I can't seem to find a setting for this. Are viewers just unable to hear the audio from speechchat, or is there a setting that I'm missing?

For reference, I'm streaming the content from my android phone via the Youtube Gaming app, while I also have the Youtube live dashboard and speechchat.com open in chrome on my desktop.

There is no such setting for this on speechchat. I would suggest you, if possible, cast the android screen to the desktop and streaming from the desktop.
