How do I turn on commands so people have to type !tts for text to speech?

Or how to program a !speak command in Chatbot maybe?
I'm trying to give my viewers something else that is fun by allowing them to spend points to either have something they say be made TTS, or to have them make my bot speak something
But I can't find any info on how to program this command in my chatbot or even just in twitch
